Register to Colour Fuel
Gasoline and diesel fuel that is taxed at a lower rate is coloured (also referred to as dyed or marked) to distinguish it from higher-taxed fuels. Fuel is coloured by persons authorized by the ministry. Authorized colouring sites include refineries, terminals, bulk plants, truck mounted injections, cardlocks and keylocks.
Under the Motor Fuel Tax Act, the prescribed dye (Unisol Liquid Red BK-50) must be mixed with fuel at a concentration of 14 parts of dye to 1 million parts of fuel. Colouring of fuel may be done by hand-mixing or by injectors. Specific information for dying fuel is included in Bulletin MFT 003.
The province currently supplies the prescribed dye to all persons authorized to colour fuel. If you are authorized to colour fuel, you may order the dye by completing a Requisition for Dye form (FIN 452) and mailing the form to us at:

If you are interested in applying for authorization to colour fuel, please contact the Fuel Tax Section of the Consumer Taxation Branch at 250-387-0635. We will send you an application package.
Once your application is received, we will review it and perform a site inspection within 30 to 90 days. Please note, specific terms and conditions may be imposed as a condition of authorization.
We will send approved applicants two authorization letters outlining the terms and conditions of the proposed authorization. You must sign both letters accepting the terms and conditions, and return one copy to us. The authorization letter is effective once we receive a signed copy.
Authorizations may be cancelled if there is no fuel colouring activity for six consecutive months.
